Precast Concrete Stairs in commercial buildings

I recently quoted and received the go-ahead to provide dwgs for railings to match new p.c. stairs in a parking deck.
When p.c. is involved, it's necessary to field measure prior to submitting anything for fabrication.
The job involves three stair towers of nine levels each. The architect clearly indicated that imbedded plates would be req'd to secure the railing, but the p.c. supplier forgot to even consider coordinating with the railing supplier as to how to position the needed imbeds and apparently ignored the architect.
Now all the railing will have to be "surface mounted" in some manner; and you know the finished product will hardly resemble the arch's intention.
So, who's at fault here.?
