where can I get the contour line info

I'm currently working on a project need topographic information, Is it possible I can order it from somewhere, or just ask a surveyor to do it.

Often local government agencies [County Engineer, Zoning and Planning dept., etc.] will have topo maps available, for a fairly modest cost. Most of these are produced by federal agencies

I'm in DC, I did ask the guy in building department in charde of survey Plat, surprisingly he don't even know where I can get it.

Strange answer you got, but the building dept. is not the right place to go. Note other agencies I noted in first reply and the "usgs" in the other reply is the U.S. Geological Survey which I think is part of the Dept. of the Interior but is at the federal level-- you should find something locally.
