It depends on what the problems are. I don't think a school with a population of 1000 is small. Are there any plans for an extension or something? If so, your proposal is justified.

Start by doing reference studies. Go to the library, look for designs that you like and try to compile the ideas. Then start sketching and building simple scale models.
Go from there.
