I'm currently working on a Public Finance Initiave schools project in the UK.
An environmental agenda, such as it is, was spurred by several things, but chiefly:
1. The nature of the procurement route: because construction procurement is packaged with facilities management, those who tendered to win the commission had to seriously bear in mind a sensible Capital / Maintenance balance. Energy efficiency was therefore a key concern.
2. The contractor has a company policy of achieving certain BREEAM ratings with all its projects. That is, Building Research Environmental Assessment Method.
3. Architects working in such a scenario clearly have to have working knowledge on environmentally aware specification, environmental modelling and the configuration of the architectural envelope that maximises solar and passive ventilation efficiency.

I don't know what you really mean by 'philosophy' here. Applied philosophy, presumably? Otherwise its concerns (or at least their expression) would likely remain at some distance in parallel from the decision-making criteria of your average procurement team...
