Exclamation Announcement of International Bidding on Architectural Design for Underground Space and Central Square of Zhujiang New Town Core Area

Through constant planning sophistication and construction for over a decade, Guangzhou Zhujiang New Town has become a large-scale area today. In order to develop the Zhujiang New Town core area into a uniform, integrated, efficient and convenient public spatial system, and improve the comprehensive utilization efficiency of urban area, Guangzhou Municipal Government has determined to develop the underground space and central square system of Zhujiang New Town core area. The main objective of this project is to sophisticate the urban transportation function, taking full utilization of its geographical position, integrate resources, and construct an urban spatial system with commercial, recreational and public activity facilities cater for the CBD business activities. This international bidding on architectural design is aiming at constructing the underground space and central square of Zhujiang New Town core area in high standard and high quality. Bidding issues are announced as follow:

I. Proprietor of Project
Guangzhou Construction Committee

II. Content of Work:
The scope and area for the architectural scheme design on underground space and central square of Zhujiang New Town core area is about 140 ha. Content of work consist of the following: 1. Landscape of the central square; 2. Main structure engineering for underground space; 3. Related railway transportation and connections; 4. Regional transportation study and the connection with CBD transportation system; 5. Proposal on mechanical and electrical equipment systems for underground space etc.

III. Time Limit of Bidding:
Time limit of the bidding is temporarily settled as follow:
1. Sep. 23rd to Oct. 11st of 2005, issue the Announcement for Bidding and signup of design firms;
2. Oct. 12nd to 21st of 2005, finalize 7-10 bidders from the signup firms through prequalification;
3. Oct. 22nd to 23rd of 2005, briefing of bidding document;
4. Oct. 24th to Dec. 23rd of 2005, bidding scheme design stage.

IV. Signup Approach:
The signup deadline of the bidding is October 11st of 2005. Material required for submission in time of signup shall include qualification of the design firm, main design staff, brief introduction of related performance, address of the firm, contact telephone number, fax, e-mail etc. All material shall be prepared in PDF and WORD format, and sent to the designated mailbox via e-mail.

V. Assessment of Proposals and Cost Compensation:
The prequalification committee will select 15 candidate firms to compile the plan of work for this architectural design. After proposal presentation and explanation, 7-10 design firms (or consortiums) will be finalized to participate the bidding in due form (all related cost and fees occur during the course shall be borne by the bidder itself).
Invited design firms appraised as complying with the bidding requirements through technical assessment and submitted design proposals as stipulated in the technical document may receive RMB500 thousand (with tax) as cost compensation. Three winning proposals would be selected after expert assessment (if the design proposals fail to reach a certain level, winning proposals may be less than three) and the corresponding winning design firms shall make scheme optimization. Another RMB500 thousand (with tax) would be given to the winning design firms as reward when their optimized scheme passed the assessment.
The implementary scheme will be finalized from three winning proposals through contract negotiation, taken the opinion of the experts and the public into account, and the corresponding design firm will attain the right of design for this project.
None proposal submitted by any uninvited design firms will be accepted.
