in us with open electrical market, you can select green-e certified power provider. then in other countries with no open electrical market, what will you do? here who have similar project experience on green power in other countries except us?

If you're talking about the green power credit (as opposed to the on-site renewable energy points) for LEED, I would think you would still be able to use a green-e provider and purchase a renewable energy certificate (REC) even if it's not being generated in your home country. Though you won't be tied into the same grid, you'd still be supporting green power somewhere, which I think is the point. I'm not 100% certain on this, but it's worth looking into.
